Today, however, there's growing acceptance that it offers the best means for balancing the delta's environmental needs and the thirst of a growing state. Neither Schwarzenegger's nor Perata's bond would pay for the construction of a peripheral canal. That would fall to the localities using the water it would transport. But Schwarzenegger's bill does require the state to implement conveyance improvements. This seems premature, as no one knows yet what those improvements might entail. (Perata's bill supports improvements too but does not mandate them.) Also troubling, a whopping $5.1 billion of Schwarzenegger's bond would pay for three dam projects in Central and Northern California. We didn't like this idea when it was a $2-billion set-aside for two dams in this spring's ill-fated Senate Bill 59, and we don't like it now either.

Skinny-dippers win right to bare all at B.C. wave pool
A group of nudists in Surrey is celebrating a court ruling that the city cannot prevent them from swimming naked at a local wave pool. The ruling released Thursday by B.C. Supreme Court Justice Paul Williamson says the city was being unreasonable with Skinnydipper Services, a company that organizes nude swims and other services and events. A judge has ruled that the City of Surrey cannot prevent skinny-dippers from renting the Newton wave pool just because they swim naked.(CBC) "For those who came of age in the 1960s, skinny-dipping would hardly seem to be a threat to the moral fibre of Western civilization," wrote Williamson. "Not so, however, for some of the good burghers of Surrey." Skinnydipper Services began renting the Newton wave pool in 2003 to hold private nude swims on Sunday nights, with the windows at the indoor pool papered over.

Demolition starts soon on biggest building on arena site
The demolition of the 10-story hospital will be done using conventional equipment, most likely an ultra-high reach excavator as well as other excavators to take apart lower parts of the building. The SEA said it found no cost or time savings that would justify implosion of the building. The hospital will be the 13th and largest building removed to make way for the arena. Homrich was awarded an $868,000 contract to do the work. The SEA is still trying to secure one last piece for the arena project -- the Beth Hamedrash Hagodol-Beth Jacob Synagogue on Colwell Street. Ms. Conturo said talks are ongoing but no final agreement has been reached. .
School will pay $270k to remove cancer risk
Officials say removing asbestos at Washington High School in eastern Iowa will cost about $270,000. Tom Hass, the district's air quality tester, says he took 227 samples from the structure. He says asbestos is mainly in floor tile, adhesives and tape wrap around piping. Some things like adhesives that hold blackboards in place weren't tested. .
Rice Sees Progress in Iraq, More to Do
The border problem has also soured U.S. relations with the semiautonomous Iraqi Kurds. Rice did not hold a separate meeting with the Kurdish leadership while in Kirkuk, and Kurdish leader Massoud Barzani refused to attend a meeting with her in Baghdad to protest the U.S. position that limited cross-border attacks are legitimate. Kurdish leaders have also chafed under U.S. demands for greater inclusion in the Baghdad government and swifter work to complete a framework law for managing and distributing Iraq's oil wealth. .
